In very broad strokes, colleges and universities have four main revenue streams: state appropriations, research funding, gifts and endowments, and student tuition. The first three come with serious restrictions regarding their use. Only student tuition can be used for anything university administrators want—construction projects, real estate, interest payments, administrative salaries, football coaches. In recent decades, university administrators have sought, like all entrepreneurial institutions, to maximize their revenues, but they have sought above all to maximize their unrestricted revenues—and have even been willing to sacrifice state funding in order to bring in more tuition.
